Spending Now Means Saving Later

The European Commission has put forward a set of proposals to revise the entire structure of the EU’s external assistance instruments in the next Financial Perspective 2007-13. If the EU wants to achieve the goals of economic and social progress set out in the external assistance instruments, HIV/AIDS and the complex responses it requires must be adequately resourced in the new Financial Perspective 2007-13.
